La dimensione verticale della costruzione doveva essere contenuta. Un secondo requisito della costruzione si riferiva alle aree destinate agli uffici, che dovevano obbligatoriamente trovarsi vicino a fonti di illuminazione naturale. L’edificio doveva inoltre consentire futuri cambiamenti funzionali, senza che ciò comportasse grandi opere di trasformazione.
L’ideale architettonico che dovevano però sottendere progetto e realizzazione era l’uomo: ogni scelta doveva confrontarsi con le esigenze umane. Ha preso così forma, a livello di progetto e poi anche di costruzione, un edificio di soli cinque piani con strutture in cemento armato e facciate percorse da traverse e montanti. Lo sviluppo planimetrico “meandriforme” mirava a illuminare con la luce del giorno, e quindi senza apporti artificiali, ciascuno dei seicento uffici.
The vertical dimension of the building had to be contained . A second requirement referred to the areas designated for offices, which were obliged to be near a source of natural light. The building also had to allow future functional changes, without requiring any great works of transformation.
The architectural ideal that design and implementation should underlie, however, was the man: every choice had to deal with human needs. It took so fit, during design first and construction later, a building of only five floors with reinforced concrete structures and facades covered by crossbars and mullions. The “meander”-shaped” planimetric development aimed to shed the light of day, and therefore without artificial inputs, each of the six hundred offices.
