Il progetto trova la sua collocazione tra due principali esigenze: un utilizzo economico-funzionale del territorio e dei suoi edifici, e un equilibrato rapporto con una memoria culturale e urbana che tuttora affiora nel tessuto della città. Occorre garantire un’indispensabile condizione per un recupero “moderno” del Spreeinsel e in seguito una ricostruzione a “dimensione umana” in grado di ricomporre, parallelamente alla città storica, un mosaico di luoghi ed elementi riconoscibili. Il nostro è il tentativo di riconquistare una “terra di nessuno” così da restituire questo luogo alla città, ai suoi abitanti e ai suoi “viaggiatori”.
I ministeri studiati come un complesso unico e articolato integrano preesistenze e ricompongono i relativi isolati in modo da rispondere a tutte le più moderne esigenze tecnico-funzionali e di flessibilità di organizzazione e crescita.
Nell’area della Marx-Engels-Platz, centro della Spreeinsel e centro ideale della città, l’edificio della biblioteca e del centro conferenze è in grado di relazionarsi alle complesse situazioni urbane che lo definiscono, dalla centralità dell’impianto che riprende il perimetro dello storico castello, alla funzione di elemento terminale della Unter den Linden, sino a quella di emergenza altimetrica per mezzo della torre che caratterizza il suo skyline.
The project finds its location between two major needs: an economic and functional use of the territory and its buildings, and a balanced relationship with a cultural and urban memory that still surfaces in the urban fabric of the city. It is necessary to guarantee an indispensable condition for a “modern” recovery of the Spreeinsel and later a reconstruction with a “human dimension”, able to recompose, parallel to the historic city, a mosaic of sites and recognizable elements. Ours is an attempt to regain a “no man’s land”, in order to return this place to the city, its people and its “travellers”.
The ministries, studied as a single and articulated complex, integrate the existing structures and recompose their blocks, in order to respond to all the most modern technical and functional requirements and flexibility of organization and growth.
In the Marx-Engels-Platz area, the centre of Spreeinsel and the ideal centre of the city, the library and conference center building is able to relate to the complex urban situations that define it, from the centrality of the system which incorporates the perimeter of the historic castle, to the function of the Unter den Linden’s terminal element, up to the elevation one, my mean of the tower, which characterizes its skyline.
